Optional WITH-MAA-SAKOD-RULE is a rule to re-order and modify VOWEL
-follwoing a consonant and preceding a maa-sakod character. If it is
-nil, NO-MAA-SAKOD-RULE is used. The maa-sakod character is alwasy
