Improve generated ChangeLog for gitmerge.el commits. (Bug#20717)

* build-aux/gitlog-to-changelog: Handle gitmerge.el skipped commits.

* admin/gitmerge.el (gitmerge-commit-message):
Exclude "skipped" messages from ChangeLog once again.
