* mail/mailabbrev.el (define-mail-abbrev): When reading from mailrc,

recognize string quoting.  When reading from Lisp, accept rfc822-like
addresses.

* mail/mailalias.el (define-mail-alias): Sync code with
define-mail-abbrev.
